Rosneft Presents Report on Contribution to National Projects and the UN Sustainable Development Goals

30 September 2026

Rosneft has published its public position statement, titled Contribution to the Implementation of Russia’s National Projects and the UN Sustainable Development Goals, dated 2025.

The document presents the results of Rosneft’s extensive efforts to support the national economy, achieve technological sovereignty, protect ecosystems, and improve life quality in the regions where it operates. As the country’s largest taxpayer and one of its largest employers (320,000 employees), the Company serves as a driving force in the development of affiliated industries and makes a decisive contribution to the implementation of the key national projects of the Russian Federation.

The Rosneft 2030 strategy is founded on innovation and digitalisation incentives implemented as part of the Science and Universities and Digital Economy national projects. The Company already holds 1,178 IP items in its patent portfolio, having been granted 77 new patents in 2025 alone. Implementing proprietary software and digital platforms enables the Company to monitor over 85% of production parameters, and the estimated impact of digital solutions is expected to reach 100 billion roubles in 2026.

As part of the National Ecology Project, the Company is allocating significant funds to green investments—in 2025, the total amount reached a record high of 77 billion roubles. Rosneft is actively reducing its carbon footprint: 41 of the Company’s facilities in 13 cities are participating in the corporate industrial emissions drawdown programme, and through the implementation of an energy-saving programme, carbon dioxide emissions have been reduced by 1 million metric tons. There are currently 51 renewable energy facilities in use at the production enterprises.

The Company also pays special attention to biodiversity conservation. In 2025, Rosneft planted about 8 million tree seedlings of various species and released 19.4 million high-value, target species of fish fry into Russian bodies of water. The rate of water reuse at the Company’s facilities consistently exceeds 93%.

Rosneft is carrying out the largest scientific programme in the Arctic region. Over the past 15 years, 65 expeditions have already been conducted. A unique body of data on the region’s climate, geology, and biology has been compiled. Annual monitoring of bioindicator species, such as reindeer, polar bears, rare birds and fish, provides a comprehensive picture of changes in Arctic ecosystems. This information is the foundation for solutions that aim to preserve the fragile northern environment for future generations.

As part of the National Demographics Project, the Company is implementing a comprehensive set of measures to improve the quality of life for its employees and the local population. In support of the Family, Long and Active Life, and New Health-Promoting Technologies projects, over 300,000 employees have been enrolled in voluntary health insurance programmes. In addition, more than 85,000 people underwent corporate health screenings utilising modern methods of early diagnosis for thrombosis, cancer, and heart disease, as well as endocrinological screening.

Rosneft is actively pursuing the initiatives outlined in the Youth and Children and Human Resources projects. The Rosneft Classes are implemented in 20 regions across the country, providing education to more than 3,000 children. A total of 66 colleges and 76 Russian universities provide training for workers and specialists in in-demand professions. In 2025, more than 6,500 students completed internships at the Company, and nearly 1,100 young professionals joined its workforce. In addition, Rosneft’s enterprises are supporting the construction of general education schools and other social facilities in the regions.

As part of the Infrastructure for Life project, the Company is improving its system for providing safe and comfortable housing—through its corporate mortgage programme, it has improved the living conditions of nearly 15,000 families. Rosneft also supports the indigenous small-numbered peoples of the North by implementing a programme in the Krasnoyarsk Region to relocate them from dilapidated housing.

Rosneft actively promotes healthy lifestyles, contributing to the implementation of the Sport of Russia national project. The Company runs a sports initiative, the Energy of Life. In 2025, more than 96,000 employees and 21,500 of their family members participated in the Company’s sports events. Rosneft also supports professional sports, owning the HC CSKA Moscow ice hockey club and sponsoring the Arsenal Tula football club, the International Sambo Federation and the LADA Sport ROSNEFT racing team.

At the same time, Rosneft employees are actively involved in the corporate volunteering initiative, the Platform of Good Deeds, contributing to the social well-being of the regions where the Company operates.

Information on contributions to national goals is disclosed in relation to the UN Sustainable Development Goals. Rosneft is the first Russian oil and gas company to publish an annual strategic document outlining its commitment to the 17 Sustainable Development Goals, a practice it has followed since 2019. Through this work and the regular publication of its Sustainability Report, Rosneft became the only Russian oil and gas corporation to be designated a sustainability leader (Global Compact LEAD) at the 76th session of the UN General Assembly in 2021.
